A warm welcome to new heroes!

You wake up in a bed, big enough to fit you, no matter your size. Mind your head as you remove yourself from the bed. Getting out of bed, you see dozens and dozens of identical capsule sized "rooms". It seems like it's just you and the other souls who've only recently arrived.

Your usual outfit is folded neatly in the capsule, and your item from home is set aside in your room. It seems whatever force brought you here decided to put you in a superhero themed kigu (Superman, Batman, Captain America, etc).

The lobby of the hotel is not staffed, but there is a single newspaper found in the seating area. There's not too much to explore outside of the capsule hotel at the moment. Just outside is a wall of vending machines, and everything else is taped off with caution tape and small blue penguin-like creatures telling you not to go any further. "It's dangerous, dood!" These penguins are running around with what look like building materials, ducking underneath the caution tape to start rebuilding an absolutely wrecked city.

One of the creatures stands in front of the hotel, "Welcome to Oceanside City, dood! Take these and don't lose them. Sorry the team leads couldn’t meet you yet, they’re busy..."

They hand you a bag with:

• A smartphone in a case of your team's color, emblazoned with the team's animal
• Change for the vending machines
• A boxed lunch

With that, the creature sends you on your way. Time to get to know your new home.

But then who controls your district? And where are the district boundaries drawn?

Well... Who represents you when a fight breaks out?

If there's a fight, whoever's involved in it does the fighting.

Sometimes things spiral out of control and need official intervention, though.

...I'm not gonna lie, it kind of feels like we're talking about two different things here.

Yep. How common are fights in your school, exactly? And what do districts have to do with it?

No more common than in any other school, ordinarily. But of course, we do rise to the occasion if someone else starts anything.

As for districts—well, obviously no one would stand for another faction starting conflict in their territory.

...yeah, from what I've heard about public schools it's not really about like, factions or things like that. Although I guess people get pretty intense about football?

Huh? But it's not like everyone from one school would just look the other way if another school is picking on one of their students...

Who cares about football? [ can't relate. ]

From what I've seen on TV it kind of seems like they might, actually...

And how are they even broadcasting this stuff without explaining different factions...?

I couldn't tell you. This is the first I'm hearing about schools and factions unless you're talking about jocks, nerds, preps...

Those kinds of social circles would be too small to form a proper faction. Plus you'd have girls from other schools that fit the description!
